' Sir Basil Zaharoff, the European "man of mystery," received commissions from the Electric Boat Company of New London, Connecticut, so Mr. Henry R. Carse, the president of the company, testified before the United States Senate Committee on Tuesday in its munitions inquiry. Mr. Carse said that the company paid Zaharoff commissions amounting to 766,000 dollars between 1919 and 1930. Mr. Carse also stated that Sir Basil received commissions on their "Spanish business." The committee was informed that German U boats of the Great War had been built upon United Statesowned patents. Mr. Carse further testified that his company and Vickers, Limited, had divided the world into exclusive areas for the sale of submarines, and that the companies interchanged patents for the building of the boats.
