THE EASTERN RAILWAY
CRITICISM OF RUSSIA
TOKIO, August 24.
The Japaneso Foreign Office has issued a sta/ement reviewing the dispute between the Soviet, Japan, and Manckukuo over the Chinese Eastern railway. It refers to the successive offers up to the time of the proposal of the Japanese Foreign Minister, Mr. Hirota, that Manchukuo should pay 120,000,000 yon (about £12,000,000) to the Soviet, plus compensation of 30,000,000 yen to discharged Soviet employees. The Soviet, the statement added, asked for 160,000,000 yon, plus compensation for employees. Negotiations were then suspended.
The statement denies that Mr. Hirota issued an ultimatum to the Soviet, and that outrages on the railway affected Japan's efforts to arrange an amicable settlement for the sak,e of good relations between Japan, Manehukuo, and tho Soviet.
Tho statement criticises the Soviet's procrastination, intimating that if the Soviet really intends to sell it should make a. proper demonstration of its intentions.
