(Received July 24, '11 a.m.)" KU.GBY, July 23. t Sir John Simon announced in thl" House of Commons that' he had just •learned with great satisfaction that the Italian Government had now informed the President of the Committee of the League of Nations that it -would enact the'necessary measures to prevent the export of war materials from Italianterritory to Bolivia or Paraguay. "There is. no,w reason to hope," said Sir John, "that all other Governments who have accepted the League's proposals in principle will take the necessary steps without delay." Prior to this statement, Sir John Simon, answering a question, said that so far as lie was aware, the ' onlyGovernments who had up to the present been actively preventing the supply of arms to the belligerents were the British, United States, Danish, Dutch, and Swiss Governments. ABked if it was not possible to go further and propose an economic boycott, Sir John said that he thought the practical thing to do was to take advantage of the opportunity now offered ;-to make the embargo they had been so long working for effective.
