BRITISH RESTRICTIONS

KUGBY, July 19. In the course 'of a. statement, mado in respdnso to a question as to whether ho would consider relaxing the present restrictions on foreign lending/the Chancellor of the Exchequer, Mr. Neville Chamberlain, said that the actual amount of foreign lending at the present time would in no circumstances be great, and that it was easy to form exaggerated views as to the effect of the embargo. As regards the future, he was satisfied that it would not be in the public interest that the existing restrictions should be removed at present, but under present conditions they should be ready to consider particular cases, especially those falling under the. "following heads:—(l) Sterling issues by a country within the sterling bloc where a loan was required to increase the sterling assets of that country and so to minimise fluctuations in exchanges; (2) sterling issues on behalf of any borrower where the proceeds were calculated maiuly to produco direct benefit to British industry.
