RUGBY, July 10. The Japanese Ministry of Marine an« nounces the appointment of Captaia Swashita as Japanese delegate to the preliminary naval conversations ia London. He is due to leave Tokio/oa July 12, and will be in a position to give all necessary advice on technical matters when the- Anglo-Japanese exchange of views is undertaken through, the Japanese Ambassador. • Meanwhile, the Japanese Embassy in London is being kept in close touch "with the discussions of matters relating to procedure. A Ministry. of Marine .communique from. Paris states that the immediate inclusion of Germany in the naval conversations is not acceptable.to Trance.
