The American delegation to «tlie League Committee for the control of the manufacture of arms has introduced important proposals, including ono that each nation must be responsible for arms and. munitions manufactured in its territory, that all orders from abroad or shipments must bo notified to a Permanent Disarmament Commission, while Governments must similarly notify orders placed with national arsenals and private firms. The selienio also contains provisions for re-armament by instalments on the lines of Mr. MacDonald's plan in the cases of countries authorised to increase armaments. It also introduces the British practico of the national control of the manufacture of armaments by licensing, which so far Britain alono has adopted.
