The Federal liner Cumberland,-which, arrived at Lyttelton this-morning from Wellington to discharge Liverpool cargo, remained idle all day owing to a dispute 'between the water siders and the Railway Department. Labour1 "was engaged to start at 9 a.m., but the watersiders refused to commence -work until the number of men engaged to remove tarpaulins from the'trucks was increased from four to five..
