LEAGUE INVESTIGATION
ARMS EMBARGO EFFORT

RUGBY, 'May 15.
Geneva messages state that when the report of the League Commission which investigated thp war between Paraguay and Bolivia comes before the League Council on Thursday the Lord Privy Seal (Mr. Anthony Eden) will make a further effort to persuade all Governments to agree upon an arms embargo to belligerents. A British initiative, taken a year ago, resulted in the signing of a declaration by members of the Council undertaking to prohibit -the export of arms to Bolivia and Paraguay, subject in several cases to the co-operation of certain of the principal arms-manufacturing countries. Further action was suspended pending the consideration of a proposal for the ending of hostilities. This led to the sending of a Commission to the Chaeo.
As the Commission's report, publish ed a few days ago, pointed out that arms and material used in the senseless slaughter were not manufactured locally, but were supplied by American and European countries, the present moment is considered opportune for making another effort to apply the embargo.
