LONDON, May 14. "The Times," in a leader, says:— "It is freely rumoured in Paris that Germany has started an armaments race. It is repeated in half the capitals of Europe, including' London, that Germany is elaborately preparing for an immediate air attack on several countries, including the dropping of disease bombs. :

"There is no evidence that the German Government has gone completely mad, but, even supposing that it is perfectly true that Germany is quietly preparing to go to war again, is not that an additional reason for accepting Germany's arms convention, including international supervision?"

t ßeplying on March 18 to the French Note regarding the disarmament problem, the German Government dropped a strong hint that it would be prepared to reconsider its decision about the retirement from Geneva if an armamouts convention were achieved.
