TWO MAIN PRINCIPLES
NO GENERAL SUBSIDY
LONDON, May 12. : The "Daily Telegraph" says that the Government's plans to assist shipping are nearing completion. The two main principles will be a State guarantee for the construction of the ships designed for a specific purpose and the granting of fighting subsidies for the limited pur-, pose of aiding ships on routes where there is direct competition-with subsidised foreign lines.
Ministers have definitely rejected the proposal to give a general subsidy to tramp shipping. They have decided not to apply discrimination against foreign ships in the carriage' of inter-Imperial trade. It is believed that the fighting subsidies will be limited to a form which will provide Britain with a bargaining weapon for an all-round reduction in subsidies as to tariffs in the trade negotiations.
