TEACHERS' EIGHTS
INSTITUTE RECOMMENDA-
TIONS
Resolutions passed by last niglit's session of the New Zealand Educational Institute- conference were as -follows:—
"That the right of appeal against non-appointment be mado the subject of the strongest possible representation to the Minister."
"That the whole efficiency of the teaching service depends on security of tenure plus salaries sufficiently adequate to free teachers from financial worries and so to allow of the development of the cultural aims and ideals of the profession."
"That the wholo question of grading, appointing, and promoting teachers be reviewed in. order to provide a more equitable system."
■ "That the N.Z.E.t. aim at the following basis of staffing in New Zealand primary schools: One adult teacher to every 35 pupils in standard classes (single class); one adult teacher to every 30 pupils in standard classes (composite), and one adult teacher to every 25 pupils in infant classes, such staffing to be- made on tho basis cf the average roll, not as at prcsen'., on the average attendance."
"That salary be based on elnciency, i.e., the teacher be paid, not tho position, with a view to stabilising school staffs." .
"That tho executive of tho N.Z.E.I. examine closely and fully tho question of 'special appointments' and 'compulsory transfer' witli a view to having these positions defined and limited.'
"That the- N.Z.E.I. advocates the establishment of a teachers' university degree."
"That the cxecutivo continues to press for the repeal of clause 59 of the Finance Amendment Act, 1932, with a view to allowing teachers freedom to participate in the social and political life of the community." j "That the cxecutivo be instructed to set up machinery giving it power to discipline members guilty of unprofessional conduct."
'' That all teachers, on being placed- on the register of teachers, automatically become members of the N.Z.E.1."
