MINISTERIAL CONTROL
VIENNA, March 4. Cabinet has approved a draft creating a comprehensive trades union under the supervision of the Ministry of Social Welfare, grouping all privatelyemployed wage earners, but excluding civil servants, federal, and railway emploj'ees. It will bo empowered to conclude collective agreements, initiate the settlement of collective disputes, and safeguard the interests of members.
