SPANISH CRISIS

LERROUX'S NEW CABINET

AGRARIAN DICTATION

NOT LIKELY TO LAST

United Pr«n AssocUtlon—B» tltetrlo Ttl*. erapb—Copirlchl (Eeceived March 5, 11 a.m.) MADRID, March 4. Scnor Lerroux has formed a Cabinet. The Cabinet, a Right-Centre Coalition, comprises eight Radicals and one each from the Agrarian, Liberal-Democrat, and Progressive Parties, and two Independents. It includes eight former Ministers; Th 4 Lerroux Cabinet can count on thirty more votes in the Cortes than its predecessor, but the total is only 141 out of 475. Nevertheless, the fact that Senor Lerroux apparently accepts the terms dictated by the Agrarians assures him of the temporary support of the Catholics and other Rightists. The terms of the Agrarians included: Pay for rural clergy and a general amnesty to include General Sanjurjo. The situation remains grave. Nobody believes that the Cabinet can last; Senor Lerroux appears tirea and bewildered, and it cannot be long befora the Radicals are brushed-aside and replaced by a strong Right Government', under the Catholic leader Senor Rabies, which will immediately attempt to establish a corporative State based on Catholic social principles. The Socialists remain undecided as to whether to forestall Robles by a coup d'etat or to wait until Lerroux falls. JRobles says: "My party will only support the Government from session to session. It will throw it out immediately it moves any Bill opposed to the -Catholift demands." Unrest is generally increasing, and thero are fears of a- general strike on March 5. The police are guarding all buildings under construction owing- to the builders' operatives threatening I violence if their wages are not increased.
