LEADERSHIP IN GERMANY
LOXDON, February 27. The "News-Chronicle's" Berlin correspondent says that the appointment of a successor to Commissioner Howard, Salvation Army Commander in Germany, who retires in March, means that the leadership passes into German hands, apparently a. satisfactory solution of a difficulty that had been perturbing both British, and German Salvationists. .
There is no hint of suppressing the Salvation Army, with which the Government sympathises.
Commissioner William H.. Howard, Commandant of the Salvation Army in Germany, was, prior to taking over that charge, Territorial Commander of Switzerland and Italy, and joined tho Army from. Melbourne as an officer in 1888. The Commissioner has had a long and useful career in the- Salvation Army. He has served in various appointments, including both field and administrative in British territory. He was Chief Secretary in Denmark, Finland, and Sweden, and has been Territorial Commander for both Finland and Holland. Commissioner Howard is a well-known international character in the Salvation Army, and'his service has been one of distinction and benefit both to the Army and himself. He is a son of the late Commissioner T. Henry Howard, the second Chief-of-Staff of the Salvation Army,
