OPERATION COMPLICATED

WASHINGTON, November 28.

The United States Treasury Department announced today that it ( had closed the books for the fourth Liberty loau conversion. It .had received 590,000,000 dollars in exchange for new securities, leaving- about one billion to be met betweon now and next April.

Treasury officials profess, satisfaction at the response, but other quarters point out that the gold situation and retarded exchange are bound to .complicate re financing operations.
