A message from Warm Springs statei that President Roosevelt today established a Federal Alcohol. Control Administration with Mr. Joseph Choate, jun., lawyer and personal friend, as "dictator" of the liquor industry folJowing the repeal of Prohibition. The Advisory Board includes members' of the Departments of Justice, Commerce, and Agriculture. .
