NEW ARMAMENTS RACE
INDISPUTABLY BEGUN
STATEMENT BY HENDERSON
(Beceived November' 7, 2 p.m.) ' ■ LONDON, November 6. <(A new armaments race has already begun. There may not be sufficient momentum-to-attract public attention; nevertheless, the fact is indisputable," said Mr. Arthur Henderson at the Labour dinner. "Unfortunately the nations, owing to the perplexities of the economic crisis, are closing; their, sense of 'the essential unity of civilisation. Yet disarmament by international agreement transcends every political question. .Germany has repeatedly declared her pacific intentions which the Powers should carefully consider when framing the convention which they are under the obligation' to produce' if the . oftrepeated statement regarding substantial reductions is translatable into figures, and'which I still hope might bo acceptable to Germany."Mr. A.' Duff-Cooper, Financial Secre-' tary to the Treasury, speaking at Bournemouth, declared that if all armaments were ■ miraculously halved that night the. world would be no nearer peace owing : to tho fear of insecurity.
