LORD LLOYD'S ARGUMENT

Lord Lloyd, broadcasting, said: — "Even if Germany is re-arming, she is unable to attack France and therefore there is no European crisis, despite a dangerous atmosphere of suspicion and fear. We must renew our commitments and apprise the world of our attitude. Eight years have elapsed since Locarno, but France still lacks guarantees of

security. Therefore she cannot disarm. Such a policy, he continued, needed revision. Surely the British Parliament and people and not an international body should be the judges of what coustituted aggression. We had decided in no circumstances to fight a preventive Continental war. If a treaty bound us to enter into a war, were we so equipped as to make entry effective? All desired to see Britain the focal point of peace. International negotiation had not achieved this. If Britain were strong'within her borders, she could ensample peace, but if wo were over-entangled in European problems, our influence for peace would be marred and the opportunity lost.
