SOUTH AFRICAN PARTIES ATTITUDE OF LEADERS CAPE TOWN, October 5. The Cape Nationalists, wiho have opened their coingresa here, are determined to. force tho Prime Minister, General Hertzog, to state clearly his fusion proposals. While General Hert zog is credited with an intention to demand an unequivocal resolution fayouring fusion, General Smuts Las eni' phatically declared that the fusion must embrace the English-speaking community. Dr. Malan, in his presidential speech, opposed fusion. It is believed that a split is inevitable. '
