GERMANY'S COUNTER-CLAIMS.

GENEVA, September 30. The General Assembly debate is ex? pected to conclude on Monday after th 9 League Council elections. British circles anticipate a definite outcome of all negotiations about the middle of neili week. The disarmament conversations in the meantime are suspended to enable the German delegation to place the facts in its possession beforo its own Government. ' :
The .local Press declares that Dr. Goebels, prior to returning to Berlin, had a long secret talk with a member of the French delegation; However, is is recognised that Paris and Berlin am the centres where vital discussions will take place within1 a few days. , Before departing for Berlin, Baron. yon Neurath told the Press that Germany will claim the right to erect and arm defensive fortifications on her eastern borders. It is learned from'other sources that she intends to insist on the possession of scouting aeroplanes and anti-aircraft guns. - The opinion is expressed that a crisis will come when Berlin's counter-pro-posals are formally presented.
