United Press Association—By Electric Telegraph—Copyrielit. (Received September 21, 10 a.m.) WASHINGTON, September 20. President Roosevelt announced on AVedncsday that he intended to proceed without restriction on the 238,000,000 dollar programme to build, the' United States Navy up to the Treaty limits. Pcports had been current from abroad that suggestions had been made to the United States Ambassador and Mr. Norman Davis in London that there should bo some abandonment or curtailment of the programme.

It is asserted at the White House that no such ..suggestion was actually received by the President himself. President Roosevelt stated t"..at co-n----tracts had been let, and under no circumstances was there any intention of calling back contracts or ltering plans.
