LONDON, September 18.

The report that Mr. J. T. Lang, Leader of the Opposition in the New South Wales Assembly, is petitioning his Majesty to withhold assent to the Legislativo Council Reform Bill has puzzled the Dominions Office, which is not aware of any appeal pending to the Privy Council. The Royal Assent has already boon given, therefore the Bill becomes law, but Mr. Lang appears to seek a revocation; in other words, he asks his Majesty to revoke his own decision, which is final.
