The treaty, which is to be ratified before- April, 1934, is designed to mitigate tho. fluctuating of silver prices, and permits India to sell a- reasonable quantity of its surplus silver, while the other signatories will refrain from soiling during tho currency of the agreement —namely, four years—but aggregately, in proportion to be fixed, they may purchase or withdraw from tho market annually thirty-five million fine ounces of their mino production, beginning in 1934.
