THE CLUBS AFFECTED
The decision of the executive of the Kacing Conference to 'instruct clubs that t\ handicapper must not act as judge for races on which he has also framed ■ the handicaps was the result,,it is understood, of a complaint in regard to the Feilding Jockey Club's Easter Meeting. This club's .haudicapper, Mr. 'J. •E. Henrys, being necessarily absent attending the Waira!rapa and' C:J.C. meetings', : had the club's judge, Mr. A, Tronsoii, act :as liisI. deputy to frame the'second'day's .handicaps. 1 it was evidently ..cojifjidered: that-.this was 'an iinp'afalleled a,ffrotit'to" the; spirit-or the; Rules of Kacing, b,ut?those who viewed it in tli.is'light were; apparently quite in fgnoi-a'iice that-, the 'pi'o&dure was thoroughly: \vell. established^ and had beentaeit- - ly- approved of for several years by district committees and by th'eliacing Conference itself in ■: .passing, ~'pi:ogi\aiiimes' for other iClllbsXtha't liad;-the:^aW«>'iflan.lappointed to act' both -as liaridicapper ahct. as judge. '. 4": epiirse thl'ough. .the' programmes :o£ the.. Various, clubs' that have held meetings during, the current season reveals the interesting'result'that ','at least three clubs have had tl)e. satire man named as both handicapper'. and'judge.' They are the Pili'gayille pacing Club, -the Waipa Racing Club,'and the, Bay of Plenty .Racing Chib,' <i'o'r ''.whom.'. Mr. :-fV J. McMancmiii has acted in tho dual capacity. Mr. Mc.Mait'em'in' has. so acted', for the Dargaville Club 'lor many yqiirsj it is. understood, and previously'he also :so acted for some years for the; Bay of I.slajid?; Racing Club, though now he is haiidicappei^ only for the'latter clult. Then there is the yPaiplikurair Club, for which Mr., WVPv Russell .is assistantliandicaKPpr,' as. well as s ; judge. So the Feilding appointriient, was; by no'means ahytjiihg' ■uiiusual.:' .The search through programmes' revealed that in the South Island the. positions of handicapper and judge are alwaj's kept entirely apart.
