The "Sunday Times" Berlin correspondent says that the panicky outburst exhibited in the Penal Bill is really due to fundamental differences among the, Nazi leaders, some desiring the dissolution of the Storm Troops and others opposing this, including Herr ' Goering, owing to fear of a revolution. Nevertheless, the maintenance of the Storm Troops involves the danger; of the extremists taking the situation into their own hands. There is also wide-spread dissatisfaction at the delay in relieving unemployment. If the <leaders? differences become intensified events of grave national importance are to be expected in the immediate future.

A British United Press message says that Herr Goering has appointed Prince August Wilhelm a member of the new Prussian State Council.
