TRADE NEGOTIATIONS

STATEMENT IN HOUSE OF

In tho House of Lords this evening members inquired regarding the basis on which negotiations for tho AngloEussiau trade agreement would bo conducted, and several peers urged that before concluding such an agreement, a condition precedent should bo the recognition by the Soviet Government of public and private debts owed to Great Britain: ' Eeplying to the discussion, Lord Londonderry, who, as Secretary of State for Air, is a member of the Cabinet, said that on the general subject of attitude towards Kussian trade he could not agree with those who said they should wipe out Eussia from their trade purview and leave them to occupy their own position in the world. Ho could assure their Lordships that the negotiations wjth the Soviet Government would be carried out on an equitable basi3 under which trade could be developed in a satisfactory manner. Negotiations would be conducted amicably, but he could assure them that no permanent commercial treaty would be made without a settlement of the Kussian debt question.
