NEWSPAPER REPORTS LONDON; June 15. 'The "Daily Mail" learns that France will not follow Britain's example of a token payment to America, ag the Chambor's resolution of December, refusing payment {lending a debt conference,' constitutionally prevents payment in any form. "*.'■•• The "Daily Mail's" Brussels correspondent says that the Government has informed America that it will be unable to pay'the debt instalment. Poland is also defaulting. ■ Italy, Rumania, and Czechoslovakia are making partial payments, and Finland, is paying in full. _ The Riga correspondent of "The Times" states that, Latvia and Estonia will not pay America,
