A conference at which delegates do J ( not want to speak is somewhat of a! novelty, but yesterday's renunciations at the World Economic Conference, owing to tho war debt negotiations between Britain and the United States, mean the ■speedy winding-up of the gen-: oral debate and the early appointment of' the two main commissions, monetary and economic. The -French are advocating a third commission to deal with the questions of production and labour. Tho American delegation strongly desires to sccuro the chairmanship, of the monetary commission; but their claim is opposed by a majority of both the great and 'th 6 smaller Powers, among whom the unchecked depreciation of tho dollar has aroused criticism. - Probably a neutral chairman will be chosen. \ Conversations,continue between British and .French bankers aud Treasury experts. .„■'.-• Dr. Sehachfc has, resumed his talks with. •■ representatives of Germany's creditors. - -■■ ■ .-■ : : . Tho president of the.Conference, Mr. Ramsay Mac Donald, states that nineteen States, tho majority of which-had played an important,part in organising the World Conference, have agreed to a tariffs truce for the duration' of the Conference. He earnestly'appealed'to all States to give adherence to the truce by. Friday, which would bo a good augury for the work of the Conference. . . ' • ■' I M. Hynians, the Belgian delegate, has been appointed . vice-president. The morning session began, in a buzz of. expectancy with t,ho announcement that speeches would. be nfade by the Austrian Chancellor, Dr. Dollfuss, Mr. Neville Chamberlain, the British Chancellor, and' M., Litvinoff, the Russian delegate , . Most glamour/cenlred in the iliniinu- j tive, boyish Austrian Chancellor, who is beset with a tense anti-Nazi situation at home, in connection with which an, aeroplane is waiting at Croydon to whisk him to Vienna today. The speech of Dr. Dollfuss was a model of gravity. He plumped heavily for a reduction of wheat production as a check on price depreciation. Mr. ..Chamberlain's thirty-five-minute survey made an excellent impression. He made, many detailed suggestions based oil an uplifting of price levels a;ftcr; a final settlement of war debts.
