Lyons) explained to the Premiers' Conference the Federal Government's scheme for a proposed Constitutional Convention which would, consist of eighteen State . representatives and a similar number of Commonwealth representatives, the convention to make recommendations to the Common wealth Government. Marked hostility to the plan was displayed by several Premiers.
