MOSCOW, May 12. M. Litvinoif, Foreign Commissar, in£ a statement explaining th«. Soviet's reasons for wishing to sell the Chines* Eastern Kailway, gays that the lin* has become a permanent source of friction with the Japanese and Manchukuo Governments. Therefore tha sale would serve the interests of peace. M.. Litvinoff repudiates the Nanking Government's right to protest at the sale, pointing out that Nanking forfeited this right 18 months ago whea China ceased tq be aa active partner in the management of the railway, which the Soviet it entitled to nil to anybody willing to buy. The Soviet always considered that the railway should balong to the master of the territory ovet which the lin« passes, said M. Litvinoff, but as it was constructed with the hard-earned money of Russia's toiling masses ths Government could not sacrifice its property rights for nothing.
