■ GENSVA, May 12. Yesterday's breakdown in the disarmament discussions occurred over the question of whether Herr Hitler's large, irregular forces are to be regarded as part of the German army under the British plan. The Effectives Committee voted by 9 to 2 in favour of inclusion. The voting was: —For: "Britain, France, Belgium,. Holland, Poland, Portugal, Rumania, Czechoslovakia, and Yugoslavia. Against: Germany and Hungary. The abstentions were America, Italy, Austria, Spain, Finland; Japan, Sweden,. and Turkey. The significance of the vote lies in tho fact that a fortnight ago the committee ,decided that Germany's special armed police must be included in the country's military organisation. The committee has now decided to include the whole Nazi organisation. The situation has been further complicated by the publication in a Leipzig paper of an article by Baron yon Neurath, German Foreign Minister, in which he says: "We are forced to complete our armament, whatever the general limitation within the British plan." The article reveals how hopeless the prospect was of an agreed settlement in the present negotiations. The Geneva correspondent of the "Manchester Guardian" says that an acute crisis has arisen over Baron yon Neurath's article, which aggravated the situation, and has led to a great sensation. It has had a hostile receptjton, even Germany's friends declaring it a gross blunder. ■
