GERMANY THE CULPRIT
(Timet Cable.) LONDON, May 8. In a leading article "The Times" says the obstacle to the progress of the Disarmament Conference lies in Berlin rather than at Geneva. Germany seems intent on holding it up and destroying the draft convention, which she accepted in. principle. There i» no desire to persecute or isolate Germany, Who seems determined to isolate herself.
