LONDON, May 2. Proposing ttoe toast of "Internationa].' Goodwill" at the. London Chamber of Commerce dimunr, Lord. Hailsham, who acted as d»;puty for tie Foreign Secretary, Sir John Simon, who is still indisposed, said he had notes of Sic John Simon's speech, which began:— "It is useless t<i> conceal the fact that the European situn-tioa hag seriously deteriorated of recent months owing to> the German developments." Lord Hailsham commented, amid laughter: "It is wit a promising start, ao I have decided to. discontinue using, his notes. "Nevertheless, Germany has aroused disquiet in Britain and elsewhere," Raid Lord Hailsham. "While lam not desirous of criticising' or condemning political events :im another country, I am justified in saving we must hope that Germany's conduct of affairs and her attitude towards international problems will do something to quieten the anxiety."
