Thews is no indication what action Manchukiio will take when the period' expires, fior the return of locomotives and rolling stock. There is little likelihood that the Russians will admit Manchukuo's right to part-ownership of tho line. In the meantime, the railway is practically crippled, which, added, to banditry and other lawlessness in. the areas served, is creating terrible conditions, affecting the whole country from Manchuli to Harbin.
