EFFECT OF WHITE PAPER1
(Received April 6, 10 a.m.) LONDON, April 5. The "Central News" agency says that Sir Esmond Ovey will not be returning to Moscow. This does not necessarily imply a severance of diplomatic relations, but the publication of the White Paper makes Ms position there extremely difficult. .
