ROOSEVELT'S PLAN

WASHINGTON, April 4. A complete programme for the relief of agriculture was expounded today by, President Koosevelt as a message presented to Congress. He not only asked for an extensive refinancing of farm mortgages, but declared that he would soon, ask Congress for "Legislation enabling us to initiate-practical reciprocal tariff agreements to break througtt trade barriers and establish^ foreign, taarketg for farm and industrial products." ; The programme, together with legislation pending, designed to raise the. price of cereal'commodities to pre-war levels^ constitutes a general outline of ' the promise made during the Presidential campaign. At the White House it is said that the State Department has already openedMnformal negotiations with several countries looking for tariff adjustments, and definite move* in that direction would be mads as «6on as legislative permission was granted.
