BIG ISSUE OF BONDS

WASHINGTON, March 23. The Speaker of the House (Representative Rainey) told newspapermen on Thursday that the Treasury was considering and Congress shortly would receive a recommendation from the President for the enactment of a. farm mortgage refinancing plan, calling for the possible issuance of two billion dollars worth of bonds.

The House of on Thursday accepted the Senate's amendments to the Robertson-Steagall State Bank Relief Bill, completing Congressional approval.
