TO LIMIT PRODUCTION
U.S.A. SEEKS AGREEMENT

WASHINGTON, March 15.
The United States Government is seeking a worldwide agreement with Canada, Australia,. Argentina, Eussia, and the Balkans to-.limit the production of wheat.
Tho plan, broadly, is to set quotas of wheat which may' be produced each year by tho groat wheat countries. Similar international agreements retarding other agricultural products may be undertaken later, though the plans have not yet taken a definite shape.
The United- States itself -will be taking definite action to reduce its production of wheat and other commodities if Congress enacts farm relief legislation, which will be asked for shortly in a special message by President Roosevelt. Among its principal features is expected to bo authority for tho Secretary of Agriculture to lease from farmers a part of their ltud to'take it out of production.
In the past, numerous attempts have been made to get an international agreement to limit wheat production, but definite action was prevented, partly because the United States had taken no definite step to reduce its own output. Tho fact that the United States has not diplomatic relations with Eussia has some bearing on the problems involved, but it 'is hoped that the Soviet will participate in the economic conference.
