BERLIN, 7th February. Constitutionalists criticise President Hindenburg'a decree. "Prussia's attitude toward the Supreme Court's judgment has caused confusipn in the national life, endangering, the welfare of the State," they declare. The Constitutionalists view such disregard of the Supreme Court as the end of legality. It may even mark tho restoration of the Monarchy. - If the Court can thus bo overruled on the ground that the country's welfare and security were endangered,-the return of the Hohenzollerns might bo deemed with similar brevity and for similar reasons.
