LONDON, 23rd January. The decline in quotations for giltedged stocks, which was partly due to ths resumption of the issue of new loans of a competitive character, has been abruptly checked as the result of the Bank of England^ request to underwriters not to issue any more trustee stocks at present. There is a growing belief that the Government intends to fund its abnormally , large floating debt at 3 per cent. ■ Th e Budget prospects are not promising. Taxpayers have not repeated last year's superhuman effort to meet the January.tax demands, and consequently the Departments have been instructed to keep estimates as low as possible.
