LONDON, 18th January.

The "Daily Telegraph's" diplomatic .'correspon!den,t, says that the French. Government has made a startling move on the diplomatic chess-board in connection, with the international status of Austria^ She proposes that Austria, like Switzerland, be recognised by the Powers as perpetually neutral, this being guaranteed if possible by. the League of Nations.

Secret pourparlers on the subject are now proceeding with a view to averting the dreaded political union of Germany and Austria.or an economic union of Austria and Italy. The Telegraph" points out that Austria, unlike Switzerland, is not self-contained economically, and possesses no easily defensible strategic frontiers. It is unlikely that Italy and Germany will acquiesce in the plan, which :' even realistically-minded French statesmen regard as Utopian.
