The Committee, in rejecting Japan's counter-proposals, decided, if the suggestion of Americo^ Bussian co-operation was abandoned* to ask Japan whether she would ac« cept the remainder of the resolution. Such acceptance involves agreeing that the Lytton Eeport should be the basis of conciliation. Eefusal makes Japan. responsible for a breach with thf League on matters of principle.
