HOOVER'S ASSURANCE
SILVER A SINE QUA NON
(Received 21st October, 1 p.m.}. VANCOUVER, 20th October. A message from Butte, Montana, states that President Hoover on Thursday telegraphed'the Republican headquarters here the assurance that as a condition to the participation of the United States in the "World Economic Conference to be held later this year the whole- silver question would be fully dealt with.
