It is reassuring to hear that the report of the City Commission made five months ago has not been wholly forgotten by the City Council. The report was voluminous, detailed, and complicated, but five months is a long time to defer action. We are not in agreement with some critics who expected revolutionary changes and short-cut economies from the Commission. Even the best experts cannot turn a big city organisation inside out and remodel it with ease. But the report contained many recommendations which promised better staff organisation, reducing overhead expenses, and ultimately lowering administrative costs. The ratepayers who must pay for the inquiry are entitled to know whether their representatives propose to give effect to these proposals, or whether, having ordered a Commission to investigate, the council has learnt nothing except that it knows better than the Commission. That is the great weakness of the commission system, of course. Recommendations are made and action depends upon an entirely different body.
