The German electoral system is under a scheme of proportional representation which was adopted in 1920. By this law men and women above the age of twenty may vote for deputies, who are elected for a term of-four years. Constituencies are arranged so as to give one seat for each 60,000 votes. The total votes cast for the party lists in the constituencies are divided by 60,000 to determine the seats per party. Surplus votes for each party for each constituency are added together for contiguous constituencies and extra seats given in accordance with the quotient. There is also a national list of seats given for surplus votes accumulated for the whole federation.'
