IDEA FOR DEVELOPMENT

CHARTERED COMPANIES ORGANISED PLAN United Press Association—By Electric Telegraph—Copyright. (Received 26th April, 11 a.m.) LONDON, 25th April. The "Morning Post," in a special article on the' development of Imperial estates, emphasises the neglected opportunities through not utilising the unexploited capital and man power of Britain. "It is true the Dominions no longer welcome haphazard migration, so if migration is to be resumed on a pre-war or an even greater scale, it must be according to an organised plan, having regard to the ultimate disposal of Dominion products as well as a careful selection in a training establishment of new settlers. The most effective method is by Imperial chartered companies operating in partnership on an unprecedented scale. The Overseas Settlement Committee is in the position of a contractor who has no ground whereon to erect a house. Therefore it cannot direct control of expenditure, but chartered companies would acquire land in various parts of the Empire and would train and establish settlers for direct production along the most scientific lines and use credits arising from the disposal of primary products to the best advantage of British exporters."
