BALANCING THE BUDGET
NEW TAXES NEEDED

In the face of a declaration by President Hoover that "the Budget mast be balanced," the House, following a two-hour heated debate yesterday, defeated by 216 votes to 132 an amendmen to the Eevenue Bill legalising 2.75 per cent, beer for the purpose of raising 350,000,000 dollars in revenue. Opponents shouted: "The nation cannot drink itself into prosperity," -while supporters, taking advantage of the situation for a general debate on prohibition, re-stated the usual arguments —increased crime, reduced temperance, etc. The defeat makes the formulation of new taxes necessary. The possibilities include increased postage rates, taxes on bank-cheque transactions, and the revival of war-time "nuisance" taxes such as those on. theatre tickets and other luxuries. The House of Eepresentatives adjourned to-day, under pressure from the Democratic leaders, in 1 order to avoid a debacle in its legislative efforts to balance the Budget. The bi-partisan coalition during the day's proceedings got out of control and wrote duties on coal and coke into the tax Bill, almost turning the measure into tariff legislation.
