CARDINAL DIVERGENCE
MANCHURIA AND SHANGHAI
SHANGHAI, Bth-February. It was revealed to-day that Admiral Sir Howard Kelly, British Commander of the China Station, made a new proposal yesterday to the Chinese for a settlement of the trouble. The result of the negotiations has not been stated, but it is reliably reported that the Chinese adopted the attitude that they were unwilling to consider the Shanghai affair separately from the whole Manchurian issue, whilo the Japanese regard'it as purely a local issue. ; It seems that unless this cardinal divergence of viewpoints can be surmounted tho hope of peace in this area ie faint. , ■ . ;
