The spokesman for the Foreign Office told the Press that Japan approves of the proposal emanating from the Shanghai foreigners for the formation of neutral zones in the principal trading cities—Shanghai, Canton, Hankow, Tientsin, and Tsingtao—in which Chinese soldiers would bo forbidden by international agreement. _ This is considered to be the best solution of tho recurring troubles, and in tho interests, not only of tho Powers, but to the Chinese themselves, particularly the merchants.
