REPLY TO ULTIMATUM
SHANGHAI, 28th January. ' 12.33 p.m.: Tension was considerably relaxed to-day following an intimation from the Mayor, Mr. Wu, that the Chinese authorities, would agree to the Japanese demands. Tho .Consul-Gen-eral, Mr. Miura, last night delivered an ultimatum to the Mayor insisting on a definite reply to- the Japanese claims before 6 o'clock , to-night. Just before midnight the Mayor issued an order suppressing the Anti-Japancso organisations and intimating that he would give a definite reply 'to the demands to-day. '. 12.49 p.m.: The Japanese Command has formally' notified Brigadier-Genera] Fleming,-in command of the British Section of the Shanghai force, that it is intended to take action .with the object of occupying areas outside the Foreign Settlement from' 7 a.m/ tomorrow. The Shanghai Municipal Connctl declared a state of emergency at 4 p.m. to-day. The Shanghai Volunteers have been mobilised,' and foreign military and naval forces* have restricted leave. 2 p.m.: Tho sitnation has suddenly changed for tho worse following the presentation of licw demands by tho Japanese.' One of these, it is reported, insists that all Chinese troops be withdrawn 15 miles from Shanghai.
